
Fall 2025 brings new momentum in housing policy, with the federal government unveiling fresh incentives aimed at helping first-time homebuyers. If you’re planning your first home purchase, now’s the time to know about these updates — from GST rebates to land tax relief and housing agency support.
One of the biggest changes is the introduction of a GST/HST rebate under Bill C-4, which could eliminate the 5% GST on qualifying new homes valued up to $1 million. For homes priced between $1 million and $1.5 million, the rebate phases out linearly.
This applies to new homes or substantially renovated homes purchased from a builder, and is in addition to the existing GST/HST New Housing Rebate.
Eligible buyers may recover up to $50,000 in GST paid.
In September 2025, the government launched Build Canada Homes (BCH) — a federal housing agency with a $13B initial investment to construct affordable housing and support homeownership initiatives.
While not exclusively an incentive, BCH may influence municipal and federal programs that support first-time buyers — through subsidized units, land deals, or financing assistance.
“First-time homebuyer” definitions often vary by program, and many Canadians are surprised by technical eligibility rules.
Fall 2025 sees efforts to align definitions and simplify qualification criteria across federal and provincial programs — especially for those who owned property overseas or under different names.
First Home Savings Account (FHSA): A tax-advantaged vehicle where contributions are deductible, and withdrawals for a first home are tax-free. Many first-time buyers continue to rely on this in 2025.
Land Transfer Tax / Property Transfer Tax Rebates: Provinces like Ontario, BC, and PEI offer rebates or exemptions. These remain major incentives in 2025.
First-Time Home Buyers’ Tax Credit (HBTC): Helps offset some closing costs via a non-refundable tax credit.
Aim to enter into purchase agreements after May 27, 2025, since the new GST rebate applies only to homes contracted after that date.
Verify whether your property qualifies (new or substantially renovated, builder sale) before assuming the GST rebate will apply.
Combine incentives: Many first-time buyers stack FHSA, tax credits, provincial exemptions, and the new GST rebate for maximum savings.
Stay updated on BCH projects — first-time buyers might gain preferential access to affordable housing built through the agency.
